OUR 2030 STRATEGIC PLAN – Transforming food access
Beyond the Box
Building a stronger, more connected approach to ending hunger in Central Pennsylvania.
The Central Pennsylvania Food Bank is evolving to expand access to fresh, nutritious food through local partners while strengthening our role as a leader in advancing policies and programs that can solve food insecurity.

WHY WE’RE EVOLVING
Meeting today’s needs. Building toward lasting change.
For decades, the Central Pennsylvania Food Bank and our partners have worked to make sure our neighbors have access to the food they need. That commitment remains at the heart of our mission.
But creating a future without hunger requires us to look beyond food distribution alone.
Our 2030 Strategic Plan aims to transform food access by strengthening the systems, partnerships and services that make nutritious food more accessible while addressing the broader conditions that contribute to food insecurity. It is a commitment to meeting immediate needs while building lasting solutions for neighbors and communities across Central Pennsylvania.
OUR STRATEGIC PILLARS
Four priorities guiding our path to 2030
Our plan is organized around four connected priorities that guide how we will transform food access, strengthen how we serve neighbors today and build toward lasting solutions to hunger.

STRATEGIC PILLAR 01
Capacity and Sustainability
Transforming food access requires a strong, resilient network.
Our ability to serve Central Pennsylvania depends on a strong Food Bank and a strong network of local partners.
Through our 2030 Strategic Plan, we are investing in the operations, infrastructure and capabilities needed to respond to changing community needs. Just as importantly, we are working alongside more than 1,100 agency partners to strengthen the local organizations neighbors rely on every day.
The goal: a resilient charitable food network equipped to provide dependable access to nutritious food well into the future.
STRATEGIC PILLAR 02
Neighbor Experience
Every neighbor deserves to be heard, welcomed and respected.
Access to food is only part of the experience.
We are putting neighbors’ voices and needs at the center of how we design and deliver our work. That means listening, learning and continually improving how people access food and other resources.
Our goal is an experience defined by dignity, accessibility, respect and choice, so every neighbor feels welcome when seeking support.

STRATEGIC PILLAR 03
Holistic Approach
Because food insecurity rarely exists on its own.
Food can be deeply connected to health, financial stability and a community’s ability to recover when crisis strikes.
We are working more closely across sectors to connect food access with healthcare, SNAP outreach and application assistance, and emergency preparedness and response.
By bringing these efforts together, we can create a more comprehensive system of support that responds not only to hunger, but to the circumstances surrounding it.
STRATEGIC PILLAR 04
Advocacy & Leadership
Turning knowledge into action.
Ending hunger requires more than responding to its consequences. It also requires addressing the systems and policies that shape food insecurity.
We are strengthening our role as a trusted source of insight, research and experience, using what we learn from neighbors, partners and communities to inform decision-makers and advance effective solutions.
Through advocacy and thought leadership, we will champion the systemic changes needed to help end hunger in Central Pennsylvania.

BEYOND THE BOX
One plan. Four connected priorities.
No single strategy will end hunger on its own.
A stronger partner network makes nutritious food more accessible. Listening to neighbors improves how that support is delivered. Partnerships across healthcare and emergency response connect people with broader resources. Advocacy creates opportunities to address the policies and systems behind food insecurity.
Together, these four priorities are transforming food access by moving us beyond addressing hunger today and toward creating lasting change for tomorrow.
JOIN THE WORK
Be part of what comes next.
Our 2030 Strategic Plan is ambitious because ending hunger requires all of us.
Whether you give, volunteer, advocate or partner with us, you have a role in transforming food access and building a future where every neighbor has reliable access to the nutritious food and resources they need to thrive.
